During the 1950's developer Charles Fraser and his partners purchased over 19,000 acres of land on Hilton Head with the vision to turn the Island into a world class residential community and resort. Unlike other resorts, the master development plan called for areas of woods and wetlands to be set aside to preserve the natural beauty of the land. Strict covenants were established and enforced that ensured all of the buildings and man-made structured blended seamlessly with the natural surroundings (that's the reason why you won't see any neon signs, billboards, or flashing lights that you see in other resort areas).

Through the years Hilton Head has held to that master plan, and has even added additional covenants to protect the landscape. Residential plantations (communities) also have their own set up rules and covenants. While some may find these restrictive, they do help to preserve property values and consistency within each community.

For example, while most of the communities have golf courses, some have private golf clubs, semi-private clubs, or courses that are also open to public play.
